What is the ruling of observing I`tikaf?

It is a part of the Prophetic Sunnah according to the scholarly consensus

Ibn `Umar (May Allah be pleased with them) reported:

The Messenger of Allah (may the peace and blessings of Allah be upon him) used to observe I`tikaf in the last ten days of Ramadan.

[Al-Bukhari and Muslim].

Allah said ( interpretation of the meaning ) :

{ And We charged Abraham and Ishmael, [saying], "Purify My House for those who perform Tawaf and those who are staying [there] for worship and those who bow and prostrate [in prayer]."}
