What is meant is to establish it, not to merely perform it, because it is not sufficient to do the movements  inside the prayer, but what is required is to establish it outwardly with its essentials, and inwardly with the presence of the heart.

Allah said ( interpretation of the meaning ) :

{ This is the Book about which there is no doubt, a guidance for those conscious of Allah1 - Who believe in the unseen, establish prayer,1 and spend out of what We2 have provided for them, }
